The Abington Regional Wastewater Authority (ARWA), representing the municipalities of South Abington Township, Clarks Summit Borough and Clarks Green Borough, is facing unfunded federal and state mandates. Costly upgrades to the sewage treatment plant and sewer facilities are necessary. To help meet these mandates, ARWA is preparing to upgrade the existing sewage treatment facility, which will eliminate sewer overflows during wet weather. With no funding from the federal or state governments to offset these expenses, it is the responsibility of each municipality to pay these costs.
As the Borough of Clarks Green is facing increased charges from ARWA, Clarks Green residents will also be incurring additional fees. Starting on January 1, 2012, Clarks Green must increase the monthly sewer fee by $6.00 per EDU (equivalent dwelling unit). The sewer fee in Clarks Green will be $41.00 per EDU per month.
For the beginning part of the year, the sewer bill will still be billed through Pennsylvania American Water Company.
